| The objective of providing Professional Auto recyclers with this form is to provide you, on your request, (By E.mail and provision of verification information) with documented and databased proof of the details of vehicles you may have received for processing under the Cash for Clunkers Scheme.
The main reason for development of this form is that upon the bill becoming law there seemed to be annomolies in the information being provided by the official bodies charged with the overseeing and administration of the scheme generally refered to in the media known as The Cash For Clunkers scheme.
The most prominent annomoly in the initial information provided is the statement on the 6th of July 2009 as shown below.
"The money Congress has provided for this program is intended only for eligible recipients, and the requirement to Destroy the trade-in vehicle is an important part of the program"
The statement seems to create an annomoly as in the actual wording of the Act - Actual name `Consumer Assistance to Recycle and Save Act of 2009'. it says
Nothing in subparagraph (A) may be construed to preclude a person who is responsible for ensuring that the vehicle is crushed or shredded from
(i) selling any parts of the disposed vehicle other than the engine block and drive train (unless with respect to the drive train, the transmission, drive shaft, or rear end are sold as separate parts); or
(ii) retaining the proceeds from such sale.
Given that the Act basically states that Unless it is a clerical error" "it shall be unlawfull for any person to violate any provision within the Bill and therefor potentially liable for a cival penalty of not more than $15,000 for each violation" we considerd it would be prudent and helpfull to provide a simple set of forms that created a totally independant source of information on vehicles as they traveled through the 3 distinct stages of the system.
Having been involved in the Industry all my life I have seen many legislation changes launched by those politicians we as individuals actually help vote into office.

This US Law with its $15,000 Fines, Huge anomolies and holes in the basic concepts, One Billion US Dollars and 50 Million US Dollars set aside for "administration" is in my opinion yet another indication that when dealing with anything to do with recycling Automobiles little or no consideration is given to the role required by our industry.
When will politicians realise that the Professional Auto Recycling Industry is a Multi Million Dollar Industry with the unyet realised potential to benefit the Environment whilst saving owners of motor vehicles billions of dollars.
When well respected newspapers such as the Wall Street Journal can state that "The plan would also have the unintended consequence of taking inexpensive used cars and parts out of circulation, making it harder for financially pinched families to afford a car or keep an old one running. Recycling old parts and cars is a major industry, extending the life of cars while limiting the production of replacements." why are they basically ignored.
The same ignoring of the information readilly available on the Internet and in newspapers across the globe where estimates of an average of Seven Tonnes of CO2 are emitted during the manufacture of a new vehicle would seemingly require many tens of thousands of miles to be driven in the "New Environmental Vehicle" to ofset the production CO2.
It has been put forward that Replacing a worn out Engine in a so called clunker with a lower mileage, Tested, Guaranteed Recycled Engine would not sell more New Cars but would save CO2 by the bucketload at far less cost that $4500 per vehicle.
