The objective of providing you with this form is to provide you, on your request, (By E.mail and provision of verification information) with documented and databased proof of the details of the vehicle you entered into the Cash for Clunkers Scheme.
The main reason for development of this form is that upon the bill becoming law there seemed to be annomolies in the information being provided by the official bodies charged with the overseeing and administration of the scheme generally refered to in the media known as The Cash For Clunkers scheme.
The most prominent annomoly in the initial information provided is the statement on the 6th of July 2009 as shown below.
"The money Congress has provided for this program is intended only for eligible recipients, and the requirement to Destroy the trade-in vehicle is an important part of the program"
The statement seems to create an annomoly as in the actual wording of the Act - Actual name `Consumer Assistance to Recycle and Save Act of 2009'. it says
Nothing in subparagraph (A) may be construed to preclude a person who is responsible for ensuring that the vehicle is crushed or shredded from
(i) selling any parts of the disposed vehicle other than the engine block and drive train (unless with respect to the drive train, the transmission, drive shaft, or rear end are sold as separate parts); or
(ii) retaining the proceeds from such sale.
Given that the Act basically states that Unless it is a clerical error" "it shall be unlawfull for any person to violate any provision within the Bill and therefor potentially liable for a cival penalty of not more than $15,000 for each violation" we considerd it would be prudent and helpfull to provide a simple set of forms that created a totally independant source of information on vehicles as they traveled through the 3 distinct stages of the system.
